Paragon Solutions Admits U.S. Government Among Its Spyware Clients

TechCrunch recently got some big news from Paragon Solutions, an Israeli spyware company. Turns out, the U.S. government is one of their customers. Yep, you read that right. The company also sells its tech to other allied countries, though they didn’t specify which ones.

Paragon’s executive chairman, John Fleming, cleared the air in a statement. He said the company works with a “select group of global democracies” — mainly the U.S. and its allies. He also emphasized that Paragon has strict rules against using its spyware to target journalists or activists. “We have a zero-tolerance policy,” he added, promising to cut ties with any customer who breaks the rules.

This comes hot on the heels of allegations from WhatsApp. The messaging app claimed Paragon’s spyware was used in a hacking campaign targeting around 90 journalists and activists. At least two people have come forward saying they were victims: Italian journalist Francesco Cancellato and Libyan activist Husam El Gomati.

Cancellato, director of news site Fanpage.it, felt “violated” when he learned his phone was targeted. “You ask yourself, why me?” he told TechCrunch. Meanwhile, El Gomati has been vocal about criticizing the Italy-Libya collaboration on immigration policies.

Paragon hasn’t shared much detail about its clients or how it enforces its policies. Questions about investigating WhatsApp’s claims or terminating contracts for violations went unanswered.

Last year, Wired reported Paragon’s U.S. subsidiary landed a $2 million contract with U.S. Immigration and Customs Enforcement. The company stayed quiet at the time.

WhatsApp has already sent Paragon a cease-and-desist letter, but Fleming declined to comment on it.
